When you go to a web page, it is stored on your computer. When you go to that same webpage, your browser will show you the same (old) page. If you click the refresh button on your browser, it will retrieve and show the current page from the web.
To make your browser automatically check for newer pages since your last visit, go to Start | Control Panel | Internet Options | Temporary Internet Files Settings | and choose Automatically from the set of radio dials at the top
I also set the "Amount of Disk space to use:" to the minimum which is 1 MB
These settings should help but they don't seem to work all of the time.
